  • The “lottery” probability could be frozen at the “trade deadline,” after fifty meetings;
  • A team could no longer receive a top 4 pick for two consecutive years and/or after two consecutive seasons with three worst records;
  • A team would not be able to pick in the top 4 if it made the conference finals last year;
  • “Lottery” probabilities would be calculated based on cumulative results over two seasons;
  • The “lottery” would be extended to all playing teams;
  • The probabilities would be standardized for all teams participating in the “lottery”.
